this, that here is a service of cardinal importance which

can be rendered better by the Inns of Court than by anyone

else if they are prepared to undertake it.

When I was Leonard Courteney's secretary in the last

century I used to hear more than I hear now of the importance

of harnessing organisations, other than government departments,

to carry out services for which they are specially fitted. I rather feel that now-a-days we are not putting sufficient

emphasis on this particular line of action.

"ith regard to the last paragraph in you letter I am always at your service, but I 'mow that the Secretaries of State have not much time to spare for general conversation.

You must also romember that in the eyes of the Morning Post I am regarded as the âme damnée of three successive heads of

your office.
